Description de la mission

Descriptif de la mission : Les missions de l’ETI sont multiples :

  • Appuyer les mécanismes et systèmes existants en apportant une expertise sur les prérequis et le suivi de la construction des bâtiments et des centres de transfusion sanguine selon les normes et standards internationaux en lien avec l’Établissement Français du Sang.
  • Organiser la formation du personnel hospitalier sur les techniques de transfusion sanguine.
  • Assurer le pré-positionnement et la mobilisation des acteurs français au niveau de l’ensemble des opérations en cours, notamment concernant le prêt de la Banque Islamique de Développement.
  • Articuler les initiatives existantes vers un objectif commun pour éviter toute forme de doublon.
  • Renforcer la coordination technique des acteurs français impliqués dans le programme de transfusion sanguine au sein de la plateforme des partenaires qui vient d’être mise en place en mars 2021.
  • Accompagner le lancement d’un projet pilote de collecte du sang éthique et de marketing social pour le don de sang.
  • Mobiliser des financements additionnels en veillant à la complémentarité des interventions menées au travers des acteurs français engagés aux différents niveaux du système de santé.
  • Accompagner le Ministère de la Santé à établir son plan stratégique national et l’élaboration de son cadre de performance, et son support financier.
  • Fournir une assistance technique française auprès de la Directrice générale du Centre National de Transfusion Sanguine ou du Ministre de la Santé à définir avec les partenaires camerounais selon les priorités identifiées et l’exécution des différents projets
  • Conseiller toutes les parties prenantes en matière de transfusion sanguine et fournir les orientations appropriées sur les volets infrastructures et équipements, formation et collecte de don de sang éthique, en mobilisant les expertises et partenaires présents sur la transfusion sanguine au Cameroun.
  • Informer l’Ambassade via le SCAC et notamment le Conseiller régional de santé mondiale (CRSM) de l’avancée de la mise en place du nouvel opérateur chargé de produire et de délivrer des produits sanguins sur l’ensemble du territoire, sur le projet de renforcement et de construction des centres de transfusion sanguine et leur équipements, ainsi que sur les avancées du projet pilote de collecte du sang éthique et de marketing social pour le don de sang.

 Principales tâches et résultats attendues : La mission de l’ETI permettra les résultats suivants :

  • Fournir un appui technique pour accompagner le gouvernement au développement et à la mise en place d’un système organisé et efficace chargé de produire et de délivrer des produits sanguins sur l’ensemble du territoire. Ce système comprend la construction d’infrastructures adaptées,  la formation de personnels de santé à la transfusion sanguine, à la mise en place d’un cadre de performance de la transfusion sanguine et la viabilité financière du système au regard des contraintes budgétaires nationales.
  • Permettre une action concertée donc plus efficace des acteurs français aux différentes étapes des projets et un accroissement de la visibilité de l’action de la France.
  • Conserver une place centrale pour le lancement du système de collecte de sang éthique en étroite collaboration avec le Centre national de transfusion sanguine, en coordination avec les financements du prêt de la Banque islamique et l’appui budgétaire de l’AFD dont Expertise France pourrait être l’opérateur technique.
  • Contribuer au déploiement d’un système performant sur la base du cadre règlementaire, organisationnel et technique qui a été élaboré par l’Etablissement français du Sang et en partenariat avec celui–ci.
  • Mettre en exergue la visibilité et l’action de la présence de la France sur la transfusion sanguine au Cameroun.
  • Développer l’expertise française en matière de transfusion sanguine au Cameroun.
